Three RoHS Exemption Extensions are Official

Earlier this week, the European Union (EU) officially published three RoHS exemption extensions. The extensions, collectively known as Pack 7, concern the use of lead and cadmium in reflective and optical glass, and the use of lead in bearing shells and bushes for certain compressors.
- Commission Delegated Directive (EU) 2017/1009 of 13 March 2017 amending, for the purposes of adapting to technical progress, Annex III to Directive 2011/65/EU of the European Parliament and of the Council as regards an exemption for cadmium and lead in filter glasses and glasses used for reflectance standards
- Commission Delegated Directive (EU) 2017/1011 of 15 March 2017 amending, for the purposes of adapting to technical progress, Annex III to Directive 2011/65/EU of the European Parliament and of the Council as regards an exemption for lead in white glasses used for optical applications
- Commission Delegated Directive (EU) 2017/1010 of 13 March 2017 amending, for the purposes of adapting to technical progress, Annex III to Directive 2011/65/EU of the European Parliament and of the Council as regards an exemption for lead in bearing shells and bushes for certain refrigerant-containing compressors
IPC was an active member in the cross-industry association that supported these exemption extensions and a number of other exemption extensions, which are still under review by the EU Commission. Publication of draft delegated acts, for public notice and review, or the remaining pending extension requests, known as Pack 9, is expected this summer or early fall of 2017.
IPC will continue to remain engaged in advocating for its members on RoHS extension requests, including a meeting with DG Environment later this month.

EIPC Issues Letter of Urgency

He writes, "The European PCB manufacturing industry and its supply base has been steadily shrinking since the dot com crash at the start of the millennium. European demand for PCBs and assemblies has, however, continued to grow, thus creating an ever-widening gap between European domestic capacity and consumption. The risks posed by this imbalanced supply and demand pattern came into sharp focus during the Covid-19 pandemic which caused chaos in extended supply chains across the world and resulted in widespread shortages."
